'Summer Experience' is a partnership created among
the United Jewish Communities (UJC), the American Jewish Joint Distribution
Committee (JDC), Israel's Ministry of Education and the Union of Local
Authorities in Israel. A total of $25 million of the IEC funds
raised by America's federations have been approved to help keep Israel's
children safe from harm this summer.
"SUMMER EXPERIENCE" MAINSTREAM DAY CAMPS
- Enabling children across Israel to participate
in day-camps when they would otherwise be unable to do so.
- Implemented in cooperation with Israel's Ministry
of Education and the Union of Local Authorities in Israel. As the major
agencies responsible for funding day-camp programs in Israel during
normal times, these partners provide the infrastructure needed for effective
implementation.
GENERAL PROGRAM DETAILS:
- 220,000+ Israeli children completing 1st -6th
grade are expected to participate in summer programs this year
- 120,000 more campers enrolled this summer over
Summer 2001
- 12,500 youth aged 12-18 will be recruited and
trained to run the programs, providing a growth experience that will
draw this hard-to-reach age group into safe summer activity.
- Summer programs will operate for three weeks
and include a wide range of educational, cultural and sports activity.
- Summer programs will take place in schools,
community centers and other facilities as determined by local authorities.
- "Open Facility" programs will operate
into the month of August, to provide a venue for children and youth
to play and engage in other informal activities after the conclusion
of the full summer programs.
- All programs will have security guards and
meet strict safety requirements.
GEOGRAPHIC PRIORITIES: While the programs
are national in scope, and are open to all Israeli citizens, some 80 percent
of additional participants will be from areas that are particularly vulnerable
to attacks.
CLIENT POPULATIONS: In the mainstream summer
programs, the program will assist children from low-income families who
would be unable to afford summer activity.

SUMMER PROGRAMS FOR SPECIAL POPULATIONS

Alongside the mainstream camps, JDC is implementing
special summer programs for children and youth from among the vulnerable
populations: children-and-youth at-risk, immigrant children, and
children with disabilities.
Programs are implemented with a variety of
different public agencies and non-profit organizations.

GENERAL PROGRAM DETAILS:
- 35,000 young people will be able to participate
in summer programs that would otherwise be unable to do so.
- Varying duration, but most will last four weeks.
- Content will vary to include educational, sports,
and cultural activities and in some cases opportunities for youngsters
to volunteer in their communities.
- Sites will include schools, PACT preschools,
residential and other facilities for children-at-risk, and other locations.
- Security guards will be present and strict
safety requirements will be met.
CLIENT POPULATIONS:
- 4,500 preschoolers age 3-6, including 2,500
Ethiopian-Israeli PACT participants
- 2,000 children-at-risk (e.g., those in residential
facilities, battered women's shelters)
- 20,000 at-risk, alienated and other youth
- 1,000 children with disabilities
- 6,500 immigrants not included in other categories
GEOGRAPHIC PRIORITIES:
While these programs will have national distribution, and are open to
all Israeli citizens, priority will be given to locations with high concentrations
of children from these populations.
