For every Jew in every part of the world, Israel is our home and our refuge.

For centuries, Jews throughout the Diaspora dreamed not only of a homeland but of a Jewish State that could be a light among nations – a country that would be a model of caring and justice where every man, woman and child would be cherished and encouraged to achieve to their fullest ability. Since 1914, JDC has worked to realize this dream.

From 1914 to 1948, when Israel was part of British controlled Palestine, JDC provided welfare and social services to the Yishuv (Jewish settlers) and helped create the foundation of the State of Israel.

When Israel proclaimed its independence in 1948, JDC – with the generous support of the American Jewish community – began working in partnership with Israel to create social service programs that resonate with the caring concern of Jewish idealism and provide help and hope to Israel’s distressed citizens. It is a partnership that continues to this day and that includes the Israeli government and nonprofit social services.

First, we identify areas of critical need among Israel’s most vulnerable people: the elderly, children, youth and families at risk, struggling immigrant populations and the disabled. Then, we create model programs to address specific needs – e.g., healing dysfunctional families. We rigorously test and evaluate each new program, establish partnerships with local and national authorities, and provide training and materials. Ultimately, we hand over complete financial and operational responsibility to the appropriate agency. Here is an example:

When children face the reality or imminent threat of abuse and neglect, they must be removed immediately from their homes for their own protection. During the initial period after their removal, the children require protection and specialized treatment, as well as family intervention to prevent, wherever possible, the child's permanent placement in an institution.

To meet this need, JDC initiated the creation of a network of Emergency Centers for Children at Risk. Succat Shalom Jerusalem, the Schusterman Center for Children and Families, is one of 10 such centers developed to meet the need for such care. The center comprises a shelter that provides short-term emergency protection; a residential unit for diagnosis, counseling and intervention of up to three months; and an outpatient therapeutic consultation unit for children and their families.

JDC initiated the model and the concept in partnership with the Ministry of Labor and Social Affairs, and worked with the ministry in developing the first four centers. The full national dissemination of the network was accomplished by the ministry, which also now operates it.

Today, as Israel battles for its survival, JDC continues its nearly a century-old tradition of helping Israel care for its most vulnerable people. The challenges that face us are considerable.

Yet, in the midst of war, JDC continues to create positive change.
